The Department of Vermont Health Access (DVHA) administers the Vermont Medicaid program and Vermont's health insurance marketplace, helping to provide hundreds of thousands of Vermonters with health insurance. Attorneys for DVHA conduct complex contract negotiations, support healthcare payment reform efforts, and engage in policy analysis and administrative rulemaking. They also work with healthcare and social services professionals across the Vermont Agency of Human Services on topics ranging from the provision of services in schools to rate setting for providers to program and plan integrity. DVHA is currently seeking a staff attorney. Staff Attorneys report directly to the DVHA General Counsel and work primarily but not exclusively on legal and policy questions related to Medicaid, the health insurance marketplace, and healthcare reform. The most successful candidates will be able to show experience in federal healthcare law and administrative/regulatory law. Expertise in state healthcare regulation, HIPAA compliance, and public records law is a plus. 

Candidates must also have excellent oral and written communication skills, a demonstrated commitment to public service, a demonstrated interest in healthcare provision and regulation, and the ability to manage a significant caseload.  

The Staff Attorney position is a full-time, exempt position based in Waterbury, VT and subject to the telework policy below. Salary and benefits will be based upon qualifications and experience in accordance with the State of Vermont Attorney Pay Plan.
