Title: Staff Attorney - DVHA

Overview
The DVHA Staff Attorney position will act as counsel to the Department of Vermont Health Access, including the Division of Rate Setting, and advise, as requested, on legal and policy questions relating to health care financing, cost finding, rate setting, Medicaid State Plan, Medicaid provider reimbursement, federal financial participation, and provider taxes and donations. This position will be responsible for performing legal research, analyzing issues, and providing advice on laws that govern the Medicaid program including Anti-kickback, HIPAA, HITECH, and Civil Monetary Penalties. The position will be required to draft legislation, regulations, and contracts. The position will also be responsible for monitoring compliance with complex state and federal statutes and regulations. This position may also be called upon to preside and represent the Division at Public hearings, provide testimony at legislative hearings and represent the Division in negotiations with trade associations and Federal Centers for Medicaid and Medicare Services.

Compensation
This Staff Attorney position is an exempt full-time position. Salary will be based upon qualifications and experience in accordance with the State of Vermont Attorney Pay Plan. Excellent benefits package and working environment.
Minimum Qualifications
Candidates for this position must be a member in good standing of the Vermont bar or eligible to waive in.
Preferred Qualifications
Extraordinary written and oral skills. Knowledge and experience with State and Federal law relating to Medicaid provider reimbursement, the administration of the Medicaid program, privacy, and data use is highly desirable.
