Be a policy leader and subject matter expert in the Affordable Care Act. The Department of Vermont Health Access is seeking a Senior Policy Specialist to lead its health insurance policy efforts.

The Senior Policy Specialist role has the following responsibilities:
•    Key advisor to the Commissioner's Office. 
•    Dedicated subject matter expert in health insurance eligibility and the health insurance marketplace as established under the Affordable Care Act. 
•    Develop and oversee health insurance policy initiatives.
•    Analyze and comment on federal and state legislation, regulations, and guidance.
•    Coordinate implementation of related programs and procedures.
•    Support COVID-19 emergency response, federal initiatives, and other health reform activities.
•    Represent the Department in a variety of contexts including legislative testimony, meetings with federal partners and external stakeholders.

Environmental Factors

Duties are performed predominately in an office setting. Private means of transportation should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight deadlines and under considerable stress. Some evening and weekend duty may be necessary.

Minimum Qualifications

Master's degree or higher in public administration, political science, industrial organization, organizational development, or a related field AND three (3) years of experience in a policy-related or organizational development position that includes at least one year of drafting regulations or legislation.


Law degree AND two (2) years in a policy related or organization development position that includes at least one year of drafting regulations or legislation.

Preferred Qualifications

•    Enthusiasm for health care policy.
•    Experience in state government / working with state government or in the health care industry.
•    Knowledge of health insurance industry processes, policies, and operations.
•    Ability to establish and maintain effective working relationships with diverse groups of state, regional and local partners, and stakeholders.
•    Exceptional written communication.
•    Excellent judgment, the ability to communicate openly among colleagues at all levels.
•    Experience analyzing and interpreting complex regulations.
•    Ability to evaluate the potential effects of proposed policies and programs.
•    Willingness to think creatively, take initiative, and provide leadership within the Department's mission and priorities.
