Overview

The Agency of Digital Services (ADS) is seeking a Project Manager to join ADS's Enterprise Project Management Office (EPMO) as an emerging senior-level Project Manager. Working for the State of Vermont provides benefits such as: strong health insurance, a pension plan, a deferred compensation plan, eleven paid holidays, and reimbursement for continuing education. We have a standard work schedule of Monday through Friday, 7:45 am - 4:30 pm with some flexibility in these hours and the potential to telework while living within the State of Vermont.

 

This position is the third level in the ADS EPMO Project Management series, which consists of five levels. Responsibilities include managing technology-focused projects. At this level, project managers collaborate with IT staff, subject matter experts (SMEs), and program leaders to coordinate the planning, organizing, controlling, integrating, designing, implementing, and enhancing of information systems and services for the State of Vermont. Work is performed under limited supervision upon the candidate demonstrating the skillset to conduct activities independently.

 

Project Managers at this level lead larger projects with a high-degree of independence. Typical responsibilities include:

Project planning and initiation

  • Creating, baselining, and executing project work plans, encompassing scope, schedule, and cost, and revising as needed.
  • Defining project goals, scope, timelines, and budgets.
  • Breaking down projects into manageable tasks and activities. 

 

Resource and team management

  • Identifying and coordinating assignment of project resources, including personnel, and ensuring the resource plan aligns with overall project goals and schedule.
  • Creating and leading project teams, fostering collaboration, and motivating team members.
  • Delegating tasks to team members and ensuring they have the necessary resources to succeed. 

 

Monitoring, controlling, and execution

  • Monitoring and controlling the day-to-day aspects of one or more projects, and potentially providing oversight of a project portfolio.
  • Tracking project progress against baselines, identifying variances, and taking corrective actions.
  • Conducting earned value management calculations and reporting by tracking team hours, progress in terms of scope, and expenses.
  • Developing, monitoring, and tracking project budgets. 

 

Quality assurance and stakeholder management

  • Reviewing deliverables prepared by vendors and the State to ensure consistency with requirements and recommending acceptance or rework.
  • Ensuring quality standards are met and aligning with business objectives.
  • Preparing and presenting information to management or the legislature, keeping stakeholders informed of progress and issues.
  • Ensuring stakeholder satisfaction and managing expectations. 

 

Risk and issue management

  • Minimizing risk to the State of Vermont and project sponsors through leadership of risk mitigation planning.
  • Identifying and assessing potential risks to the project and developing strategies to minimize their impact.
  • Resolving issues and roadblocks that arise during the project lifecycle. 

 

Documentation and process improvement

  • Accomplishing document management, including version control and creating project records.
  • Ensuring thorough documentation of all project elements and processes.
  • Conducting post-project evaluations to identify lessons learned and improve future project planning.

It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Bachelor’s degree in business administration, Public Administration, Information Technology or a related field OR Certification as a Project Manager Professional (PMP) and two (2) years or more of experience in the field of information technology where the primary role was project manager.


OR


Four (4) years or more of experience in the field of information technology where the primary role was project manager.
