Overview

The Agency of Digital Services (ADS) is seeking a Project Manager to join ADS's Enterprise Project Management Office (EPMO) as a mid-level Project Manager. Working for the State of Vermont provides benefits such as: strong health insurance, a pension plan, a deferred compensation plan, eleven paid holidays, and reimbursement for continuing education. We have a standard work schedule of Monday through Friday, 7:45 am - 4:30 pm with some flexibility in these hours and the potential to telework while living within the State of Vermont.

 

This position is the second level in the ADS EPMO Project Manager series, which consists of five levels. Under some supervision and in collaboration with peers, project managers at this level work with IT staff, subject matter experts (SMEs), and program leaders to coordinate the planning, organizing, controlling, integrating, designing, implementing, and enhancing of information systems and services for the State of Vermont. Work is performed under the direct supervision of an experienced team member until the candidate demonstrates the skillset to conduct activities independently.

 

Project Managers at this level lead small-to-medium initiatives or support larger projects with increased independence. Typical responsibilities include:

 

  • Creating, baselining, and managing project work plans, including scope, schedule, and cost, and revising as needed.
  • Coordinating the assignment of project resources, monitoring progress, and ensuring alignment with project goals and timelines.
  • Monitoring and controlling day-to-day project activities for one or more projects.
  • Reviewing vendor or internal deliverables for alignment with requirements, recommending acceptance or rework prior to senior PM or supervisor review.
  • Tracking and managing project risks, issues, decisions, and changes, and proposing mitigation steps for approval.
  • Developing and vetting risk mitigation plans to minimize project impact.
  • Managing project documentation, including version control and creation of project records, and ensuring records are accessible to the team.
  • Tracking team hours, progress toward scope, and expenses to perform earned value management (EVM) calculations and reporting.
  • Developing and tracking project budgets, identifying potential overruns early, and reporting to stakeholders.
  • Presenting project updates to management and participating in discussions on scope, schedule, and budget impacts.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Three (3) years or more of experience in the field of information technology including one (1) year or more where the primary role was a project manager.

Preferred Qualifications

Bachelor's degree or higher in Business Administration, Public Administration, or an Information Technology field.
