Overview

As part of the Department of Disabilities, Aging and Independent Living (DAIL) Adult Services Division, the Money Follows the Person (MFP) project assists older adults and individuals with disabilities in transitioning from nursing facilities back into the community of their choice.

 

The Role To ensure the MFP program operates with the precision required by federal oversight while maintaining the heart of person-centered care, the Quality Data Specialist serves as an indispensable pillar of our infrastructure. This role acts as the program's "internal compass," bridging the gap between raw field data and the rigorous reporting standards set by CMS.
Working under the general supervision of the Project Director, the successful candidate will ensure the terms of all grants and contracts are fulfilled while driving the program toward true operational excellence.


Key Responsibilities

  • System Integrity & Compliance: Manage grant requirements, contract oversight, and the creation of complex databases and summary reports to ensure "audit-ready" program integrity.
  • Process Improvement (40% of Role): Dedicate nearly half of all efforts specifically to internal procedural development, staff training, and technical support. By refining underlying frameworks-from SAMS Journal integrity to Notice of Decision (NOD) accuracy-you ensure Transition Coordinators can remain focused on the human element of their work.
  • Outcomes-Driven Analysis: Utilize strong written and numeric analytical skills to turn federal requirements into successful Vermont stories, preventing administrative bottlenecks and mitigating audit vulnerabilities.
  • Strategic Collaboration: Partner with the MFP team and the broader Adult Services Division to create a scalable, high-performing system that empowers Vermonters with choice.

Class Definition

Perform monitoring and quality assurance activities for the Money Follows the Person Project of the Adult Services Division at DAIL. Create and manage data systems and analytics to assure contract compliance and achievement of measurable outcomes.

All AHS employees perform functions adhering to four key practices: customer service, holistic service, strengths-based relationships and results orientation.

Environmental Factors

Duties are performed mainly in office but may require travel to community settings. Private means of transportation must be available for required travel as needed.

Minimum Qualifications

Four (4) years of experience in database creation, spreadsheet analysis, contract management, performance evaluation or related work.

 

OR

 

Two (2) or more years of college/university coursework in a field related to computational analysis or business management and two (2) years of experience in database creation, spreadsheet analysis, contract management, performance evaluation or related work.

Preferred Qualifications

MS Excel analytic workbook solution development experience.

Candidates must pass any level of background investigation applicable to the position.
