DVHA's Health Access Eligibility and Enrollment Unit (HAEEU) is seeking a qualified individual to join their dynamic Business & Training Team. The Knowledge Management System (KMS) Administrator has responsibilities in several areas including operational documentation, curriculum development, and training. The KMS Administrator is the subject matter expert for all healthcare programs (Vermont Health Connect and Green Mountain Care), and serves as a liaison between front line staff and Health Access Eligibility and Enrollment business leads so that Vermont Health Connect policy and processes permeates all levels of business. Specific job responsibilities include: developing, modifying, and maintaining key operational documentation to support operations of HAAEU including job aids, business processes, and standard operating procedures; communicating changes to operational processes with relevant stakeholder groups, and processing eligibility and enrollment work buckets; Curriculum development and training delivery for new hire trainings and staff refresher trainings both on site and virtually.

Class Definition

This position is responsible for developing, modifying, and maintaining key operational documentation to support operations of matrixed health access eligibility and enrollment unit. Documentation includes the business processes, job aids, and standard operating procedures which allow front line staff to complete their work on a day-to-day basis. The Knowledge Management System Administrator (KMS) will assist the Vermont Health Connect (VHC) Business Process Coordinator in ensuring that new operational processes are documented accurately; communicating changes to relevant stakeholder groups in a timely manner to support training, storing and maintaining documentation in a manner that is easily assessable to relevant staff. The incumbent is responsible for the curriculum development, staff development and training work at a professional level involving the development, implementation, and evaluation of both generic and specific need training packages and programs. This position reports directly to the Vermont Health Connect (VHC) Business Process Coordinator.

Environmental Factors

Duties are performed in an office setting. The interactions of this position require the ability to establish a rapport with internal and external customers. This includes groups within State government such as other members of the Eligibility & Enrollment team, other DVHA departments, VHC contractors and VHC customers. Collaborate with Tier 1 leadership to ensure smooth transition of calls to the Tier 2 call center. Private means of transportation must be available for required travel. Work outside of normal office hours may be anticipated.

Minimum Qualifications

Bachelor's degree AND one (1) year or more of experience in a fast-paced human services environment, working with programs governed by complex rules, regulations, and technology systems.

OR

Associate's degree AND two (2) or more years of experience in a fast-paced human services environment, working with programs governed by complex rules, regulations, and technology systems.

OR

High School Diploma AND three (3) or more years of experience in a fast-paced human services environment, working with programs governed by complex rules, regulations, and technology systems.
