Overview

The Agency of Digital Services (ADS) is seeking a Project Manager to join ADS's Enterprise Project Management Office (EPMO) as a level III Project Manager. We have a standard work schedule of Monday through Friday, 7:45 am - 4:30 pm, with some flexibility in these hours and the potential to telework while living within the State of Vermont.

 

This is the fourth level of five in the Information Technology (IT) Project Manager series. Incumbents perform professional project management for a department or agency of Vermont State Government. Duties involve professional oversight and management of technology and technology related projects. In collaboration with state agency project team leaders, project managers ensure projects are properly planned and implemented to meet the business purpose of the agency and/or project sponsor. Class incumbents may supervise one or more subordinates. Work is usually self-directed or performed under the general supervision of executive management. Incumbent may perform duties as a division director.

 

Examples of work include:

  • Creating, baselining, and executing project work plans, including scope, schedule, and cost, and revising as appropriate.
  • Identifying and coordinating assignment of project resources and ensures resource plan is carried out consistent with the overall project goals and schedule.
  • Project managers at this level monitor and control the day-to-day aspects of one or more projects and may also provide oversight of a project portfolio.
  • Reviewing deliverables prepared by the vendor and State to ensure consistency with requirements and recommends acceptance or rework.
  • Minimizing risk to the State of Vermont and project sponsors through leadership of risk mitigation planning.
  • Accomplishing document management, including version control, and creating project records.
  • Accomplishing earned value management calculations and reporting by tracking team hours, progress in terms of scope, and expenses.
  • Developing, monitoring, and tracking project budgets.
  • Preparing and presenting information to management or the legislature.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Bachelor’s degree in business administration, Public Administration, Information Technology or a related field OR Certification as a Project Manager Professional (PMP) and Three (3) years or more of experience in the field of information technology where the primary role was project manager.


OR


Five (5) years or more of experience in the field of information technology where the primary role was project manager.

Preferred Qualifications

Master’s degree in business administration, public administration, information technology or project management.
