Overview

The Agency of Digital Services (ADS) is currently hiring an Information Technology Systems Developer IV to support and develop new and exciting solutions for the Agency of Human Services (AHS) using a variety of technologies. ADS AHS IT is interested in hiring someone with a strong technical background who has experience in a variety of technologies such as Java, Spring and Cold Fusion, experience with developer tools such as Maven, IntelliJ, GIT, and Jira, extensive knowledge of the SDLC, and excellent communication skills. The right candidate is technical, versed in best practices, can share information and guide other technical staff, and communicate effectively to technical colleagues as well as to non-technical business partners. If you enjoy working independently, as well as on project teams, are interested in being a technical lead and supporting the development supervisor, and excited to share your knowledge and skills to help grow the current staff, this opportunity could be perfect for you.

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring tact and diplomacy to balance competing views. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Bachelor's degree in computer science AND three (3) or more years of experience in computer or network support, programming or analysis, or database administration.
OR
Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND five (5) or more years of experience in computer or network support, programming or analysis, or database administration.
OR
Eight (8) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications

Bachelor's Degree or above in Computer Science or Engineering
3 or more years of Java, Spring development experience
2 or more years of Cold Fusion and/or .NET development experience
Thorough knowledge of systems analysis, system design and database architecture
Significant experience with the SDLC, including design, develop, test, document, and deploy high-quality business solutions based on industry best practices and business needs
Experience with Atlassian tools such as Confluence, Jira
Experience with version control software such as GIT
Experience with Maven and IntelliJ
Excellent Communication skills (oral and written)
Extensive SQL skills (Oracle and MSSQL)
Knowledge of Public Sector and Human Services technology
