Overview
Use your software development skills to support mission critical .NET applications at the Vermont Department of Health (VDH)! The Agency of Digital Services (ADS) is currently hiring a senior Windows, Web and API Software (.NET) Developer to design, develop, and maintain .NET software applications for VDH as part of a small team of Developers. This is a full-time permanent position with the State that comes with an excellent total compensation package.
Responsibilities of the IT Systems Developer will include:
- Designing, coding, testing, debugging, configuring, and documenting .NET software applications for VDH
- Collaborating with Database Administrators to design and develop databases in SQL Server to support VDH operations
- Configuring and deploying applications, APIs and jobs in Azure environment
- Complying with change management procedures for VDH software application deployments and modifications
- Studying existing VDH systems to evaluate effectiveness and developing new systems to improve production or workflow as required
- Maintaining cybersecurity of VDH systems and data
As of July 14, 2025, the step 1 rate for pay grade 26 will be $32.87 per hour.

Environmental Factors
Work is performed in a standard office setting and there is considerable interaction with users and members of project teams requiring some tact and diplomacy to balance competing views. Work outside of regular work schedule can be anticipated.
Minimum Qualifications
Bachelor's degree in computer science AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.
OR
Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND four (4) or more years of experience in computer or network support, programming or analysis, or database administration.
OR
Six (6) or more years of experience in computer or network support, programming or analysis, or database administration.
Preferred Qualifications
- Windows and Web Software Development (especially .NET stack)
- Programming proficiency in .NET (VB or C#)
- XML, HTML, JQuery, Razor
- Azure Native Application development
- Agile Scrum
- Database development in SQL Server
- Troubleshooting and debugging skills at the application level.
- Software configuration management
- Information Security concepts and best practices
