If so, the Vermont Agency of Digital Services (ADS) is looking for you to become a Systems Developer specializing in supporting the Enterprise Content Management (ECM) solutions at AHS.
In this role, you will analyze requirements and implement appropriate solutions using the State's preferred enterprise platforms: Microsoft SharePoint Online, Microsoft Power Automate, and Hyland OnBase. You will assist users with the planning of document management, imaging practices, integration, workflow, and document retention strategies. You will maintain the documentation of workflow and functional requirements for new and existing projects. You will assist other application development teams with interfaces to ECM solutions through web service calls, APIs, or other applications.
Additionally, you will provide end-user training and support for document imaging and scanning hardware and software. You will assist with analysis of the use of our systems and their contents. You will ensure that authorized personnel or government agencies, as applicable to the situation, can rapidly and efficiently retrieve stored electronic records for examination. You must be a dynamic, self-motivated individual with experience in technical writing and possess excellent interpersonal and communication skills.
This position is based in Waterbury, but you will have the option to work remotely from home or within the State of Vermont for up to 4 days per week.

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.
Environmental Factors
Work is performed in a standard office setting and there is significant interaction with users and members of project teams requiring some tact and diplomacy to balance competing views. Work outside of regular work schedule can be anticipated.
Minimum Qualifications
Bachelor's degree in computer science;
OR
Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND two (2) or more years of experience in computer or network support, programming or analysis, or database administration.
OR
Four (4) or more years of experience in computer or network support, programming or analysis, or database administration.
Preferred Qualifications
- 1 to 3 years of development experience, previous experience with ECM solutions is a plus
- Intermediate knowledge with relational databases, particularly Microsoft SQL Server
- Knowledge of systems analysis, system design, and database architecture strategies and best practices.
- Ability to write system designs, workflow plans, report formats, and input/output documents
- Willingness to learn about information architecture and systems design methodologies
- Intermediate knowledge of one of the following programming languages: C#, Java, Python
- Experience using Markdown languages such as XML or JSON
- Experience using APIs
- Effective oral and written communicator with a knack for establishing strong working relationships
- Excellent time management skills and the ability to work under pressure from deadlines
