Overview

Ensure excellence in State IT projects as a Portfolio Manager in the Enterprise Project Management Office (EPMO) of the Agency of Digital Services. The Mission of the Enterprise Project Management Office (EPMO) for the Agency of Digital Services is to continuously improve the project management process, seeking increased efficiency, greater transparency, and elimination of unnecessary process, in order to deliver the most value to Vermonters from information technology projects.  This mission is accomplished by establishing relationships between our business and technology partners in the implementation of the State of Vermont's strategic initiatives. This position is responsible for oversight of the Portfolio of projects related to the Agency of Human Services, Department of Vermont Health Access.

This position may include project management in addition to portfolio management assignments. As a Portfolio Manager, you will be responsible for resourcing projects with qualified Project Managers and Business Analysts and to ensure the project is then managed successfully. Other responsibilities include: providing procurement assistance to agency sponsors and internal staff for technology related activities; supervising project managers and business analysts; facilitating independent reviews for projects over $1 million in lifecycle costs; providing oversight for all projects within your portfolio by attending steering committee meetings as an advisor, reviewing project documents for quality, escalating risks and issues to ADS leadership as appropriate; participating in IT strategic and prioritization activities with Business Partners and IT Leaders and reporting out on portfolio progress to members of ADS leadership, business partner leaders and the Legislature.

Our ideal candidate is self-motivated, able to work under pressure to meet deadlines, is very customer service oriented, and has excellent verbal and written communication skills. He/she brings a solid understanding of project management standards as defined by the Project Management Institute (PMI), has experience with direct supervision of staff, considerable experience managing large IT projects and experience managing budgets, contracts and multiple vendors. Preference will be given to candidates that possess a Project Management Professional and/or Agile certification.

Environmental Factors

Work is performed in a standard office setting, but some travel may be required for which private means of transportation should be available. Work outside of regular business hours may be expected.

Minimum Qualifications

Six (6) years or more of experience in the field of information technology where the primary role was project manager.

OR

Certification as a Project Management Professional AND four (4) years or more of experience in the field of information technology where the primary role was project manager.
