The Agency of Digital Services is looking for an experienced IT Leader to provide management and oversight to the Department for Children and Families (DCF). DCF has a diverse and complex technology footprint with many interconnected systems. The right person would have a solid technical background, experience with strategic planning and goal setting, and experience managing an IT budget and a team of developers. Responsibilities of the IT Manager III include:

•    Lead & Manage IT Staff
•    Act as liaison and partner to DCF Executive Leadership
•    Maintain in-depth knowledge of state policies, procedures, and guidance relating to Information Technology procurement and contracting, including AoA Bulletin 3.5, Dept. of Buildings & Government Services’ procurement policies, and agency-specific attachments
•    Proactively manage security (working with infosec personnel) in existing application and services
•    Work to lessen technical debt in existing solutions with proactive replacement plans

Class Definition

This is the third level of three in the Information Technology manager series. Incumbent is responsible for the leadership and management of agency/department wide information technology activities, functions and staff at a professional level for a department or agency of Vermont State Government. Position incumbents oversee the development and maintenance of multiple diverse complex technologies. Positions at this level seek out and form partnerships within department/agency, across State government and beyond to help support high level strategic plans. Incumbents stay current with all high level planning in their organization and with current trends in technology to help develop strategic plans, formulate budgets, monitor costs, and allocate activity to operate complex or major systems/technology activities. Work involves developing short and long range plans/programs related to the organization's mission and goals. This position will supervise at least one IT manager or serve as the agency/department senior technologist and have oversight of a significant number of IT staff. Work is performed under the general direction of an appointed senior manager (Secretary, Deputy-secretary, or Commissioner).

Environmental Factors

Most work is performed in a standard office setting and there is considerable interaction with high level managers and staff, as well as occasional work with other State agencies, interest groups, regional and/or national groups. Work outside of regular 7:45am - 4:30pm schedule can be anticipated.

Minimum Qualifications

Ten (10) years or more experience in computer sciences, business administration, public administration, mathematics, technical operations management or providing support to staff within an IT environment.


Four (4) years or more in an IT Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
