Overview

We have an exciting opportunity for someone with strong skills in the areas of IT Management, Product Ownership, and Business Analysis to play a key role in supporting initiatives and services that improve health outcomes for Vermonters.

 

As a member of the Agency of Digital Services (ADS) team assigned to the Vermont Department of Health (VDH), you will work hand in hand with public health professionals and other ADS staff to develop or procure and maintain systems critical to the work of protecting and improving the health of Vermonters. This includes a diverse range of in house and vendor supported systems that address business needs ranging from managing VT's public health laboratory to maintaining central registries of immunizations and vital records to licensing Medical Providers and other professionals, to a number of systems designed to support analysis, planning and reporting related to initiatives targeting specific issues that impact the health of Vermonters. A key current and near term focus is development of data sharing among systems and warehousing using modern platforms and HL7 FHIR based messaging standards.

 

You will lead a team who serve as the primary liaisons to the VDH regarding IT needs. These staff are responsible for both monitoring and managing the health of systems as well as engaging VDH program staff in planning to address new needs and necessary updates to existing systems. In addition, they regularly serve in the Agile role of Product Owner, managing the backlog of work for teams engaged in both projects focused on new development and ongoing maintenance and operations support.

 

The duties of this position also include managing the intake and review of new requests to address needs of VDH programs as well as technical needs identified ADS. This includes assuring enough information about the problem and needs has been gathered to inform solutions. It also includes establishing and maintaining roadmaps showing anticipated timelines for completion of these projects and alignment with resources. You will also engage with ADS VDH IT Director and VDH leadership in long range planning for supporting the Department's goals and modernization of systems.

 

Another important role of this position is defining and implementing standards for ADS "ownership" of systems at VDH that will guide the work of your staff. This includes outlining the documentation that must be in place for all systems and the list of regular security and health checks that must occur to assure systems are production ready and planning can occur for critical upgrades and replacement of systems.

 

The Agency of Digital Services supports a hybrid work environment. While regular (weekly) on site work should be expected, a mixed telework/onsite schedule may be available upon approval by supervisor.  

 

This position is based in Waterbury, Vermont. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated. 

 

Preferred Skills:

  • 5+ years' experience eliciting and documenting requirements for IT projects
  • 5+ years' experience performing business process modeling in support of IT projects
  • 5+ years' experience engaging in system design for IT projects
  • 5+ years' experience with Agile Software Development Lifecycle, including roles of Product Owner and SCRUM Master/Coach.
  • 3+ years' experience developing and implementing standards for documentation of IT systems including requirements, design and maintenance.
  • 3+ years' direct supervision of IT employees and contractors
  • 3+ years' experience in program or portfolio management or similar experience

Minimum Qualifications

Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment.

 

OR

 

Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
