Vermont's Agency of Digital Services is seeking an Information Technology Manager to help support the Agency of Human Services (AHS) with the goal of making Vermont the best state in which to live. We are seeking well-rounded candidates with managerial and information systems experience, as well as strengths in systems and business analysis.  Equally important are exceptional interpersonal skills and comfort working in an environment where you will be the senior technical advisor for a large Department in the Agency of Human Services. The ideal candidate for this role is a self-starter with a positive "can do" attitude. Knowledge of Salesforce development would be a plus.

This position's responsibilities include:
•    Leading the IT support function for a Department within the Agency of Human Services
•    Managing the development of or actually develops technical solutions based on the organization's direction, operations, processes and principles.
•    Serving as a technical expert responsible for the coordination, oversight, and completion of multiple projects.
•    Acting as a technical team lead and supervising System Developers.
•    Collaborating with senior management to develop technical strategies and standards.
•    Developing requests for information/proposals (RFIs/RFPs) for departmental review and approval.
•    Entering into contracts with vendors, and monitoring vendor performance.
•    Organizing meetings with business management and/or IT management to define procedures.
•    Technical strategic planning with leadership and peers dedicated to other departments.
•    Membership on the Departmental Management Team for strategic thinking, program development and assessment of IT solutions for programmatic support

We're seeking candidates with the following Knowledge, Skills and Abilities:
•    Thorough knowledge of software development platforms, programming languages, software frameworks, system lifecycles, security controls, and design patterns.
•    Thorough knowledge of the operations and capabilities of software, systems/servers, and peripheral equipment.
•    Knowledge of supervisory principles and practices.
•    Ability to translate user requirements into a successful information technology systems.
•    Ability to establish and maintain effective working relationships with staff, leadership, and peers.
•    Ability to represent the Departmental IT needs and identify options for modifications and solutions 
•    Preference will be given to candidates with experience relating to accessibility technology and/or processes.

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment.


Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
