Overview

The Agency of Digital Services' IT Team supporting the Agency of Human Services is currently seeking an Information Technology Manager I to join our team.  In this role, you'll have the opportunity to manage a variety of different systems and projects largely involving software systems being implemented and supported within the State of Vermont's Medicaid Management Information Systems (MMIS). 

We're looking for candidates who have a broad knowledge of information technology processing systems, concepts and methodologies and who have demonstrated an aptitude for learning new technologies. Though not an absolute requirement, we're ideally looking for candidates that have experience leading software technology projects, and working with software contractors, to implement business applications. Knowledge and/or experience with cloud-based computing, and/or database designs, is also a plus.  

Duties of this IT Manager position include:

  • Managing information technology activities and systems for the MMIS program within the Department of Vermont Health Access (DVHA) as well as performing general IT support for the department.
  • Acting as a technical lead on assigned projects and systems. In this role the IT Manager maintains and enforces best practices from a technical perspective for systems, applications, and infrastructure.
  • Communicating with technical and non-technical stakeholders effectively on technical issues as they relate to the State's program's business functions. This includes how these functions flow through different system processes, technical manual tasks, and integrations with external systems.
  • Designing, documenting, and reviewing technical documentation on assigned systems and projects for use in Maintenance & Operations and in future planning.
  • Assisting in the development of Requests for Proposals (RFPs) for departmental review and approval.
  • Assisting with creating the technical portions of contracts with vendors and monitoring vendor performance through the contract's document deliverables.
  • Collaborating with senior management, internal stakeholders, and external stakeholders to define procedures, develop system strategies, and resolve issues.
  • Reporting regularly to the MMIS leadership on technical progress, issues and risks of the projects assigned to the IT Manager.
  • Performing related duties as required.

Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment.

OR

Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
