Overview

The Agency of Digital Services Enterprise Project Management Office has an exciting opportunity for a Business Analyst in Waterbury, Vermont. This position will be assigned primarily to the Department of Vermont Health Access (DVHA). This position plays a key role in ensuring the complete and accurate definition and communication of stakeholder needs to enable value delivery. Work is performed under the supervision of a professional level supervisor.

The successful applicant will join a team of talented Project Managers and Business Analysts that work with IT professionals and business partners. Projects range from implementing IT solutions that modernize and automate business processes to process-centric analysis. One aspect that all projects share in common is that of helping state government increase the value of services returned to our taxpayers for this and future generations.

As an IT Business Analyst II, primary responsibilities include:

• Elicit, analyze, specify, verify, and validate the needs of stakeholders.
• Documenting business processes using industry standard modeling specifications.
• Identify and recommend opportunities for process improvement within the scope of assigned projects.
• Determine the appropriate business analysis strategy for a given initiative and manage the execution of that strategy.
• Conduct business analysis according to the standards established by the ADS EPMO and/or DVHA IT Portfolio and IIBA.
• Direct, delegate, and distribute assignments to Business Analysts within the Project or Program.

Limited Service positions are established for specially funded projects or programs. This position is open until filled. The State of Vermont posts vacancies for a minimum of ten business days. AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed largely in a standard office setting. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Implementation of recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty, although rare, may be anticipated.

Minimum Qualifications

Three (3) years or more of Business Analysis experience at a professional level.

Preferred Qualifications

CCBA/CBAP certification.

Bachelor's or Associate's degree in an IT-related subject.
