Overview

This HR Manager position oversees the DHR Field Operations unit that provides frontline HR support and services to the Department of Public Safety, Military Department, and a grouping of smaller departments.  The position has oversight over the management and administration of core HR functions performed on behalf of the assigned departments.  Particular emphasis is placed upon the development and utilization of successful strategic business partnerships with senior leaders in the assigned agencies and within the Department of Human Resources.  Duties are performed with a great deal of independence, under the general direction of the Field Operations Director.

Class Definition

Managerial, consultative, and labor relations work at a professional level as the manager of DHR's Field Operations unit providing direct front line HR leadership and support to a group of mid to large size departments within an agency. Supervision is exercised over a staff of professional HR Administrators. Duties are performed with a great deal of independence, under the general direction of the Senior HR Manager and/or Field Operations Director, and with significant interaction with the senior leaders within the assigned departments.

Environmental Factors

Duties are performed largely in a standard office setting, but travel is required for which private means of transportation must be available. Work outside of regular work schedule may be required. Strong differences of opinion may be encountered during the course of everyday activities.

Minimum Qualifications

Bachelor's degree AND five (5) years or more of progressively responsible human resources, labor relations, organizational development or similar experience.

OR

Associate's degree AND seven (7) years or more of progressively responsible human resources, labor relations, organizational development or similar experience.

OR

High School diploma or equivalent AND ten (10) years or more of progressively responsible human resources, labor relations, organizational development or similar experience.

Preferred Qualifications

Supervisory experience.

PHR or SPHR certification.
