Overview

The Health Services Division operates under the Department of Corrections' newly established Office of Health, Wellness, and Engagement. This role is pivotal in overseeing the delivery of healthcare services to individuals incarcerated in Vermont's correctional facilities. Reporting directly to the Executive Director of Health, Wellness, and Engagement, the Director is tasked with ensuring that healthcare services meet the highest standards of practice as defined by current research and best practices in correctional healthcare.

 

The Director will champion the healthcare needs of incarcerated Vermonters, ensuring that they receive appropriate and timely medical care. In addition to overseeing healthcare delivery, the Director will engage in executive managerial, administrative, and operational functions. These responsibilities include strategic planning, policy and program development, contract negotiations, and ongoing compliance and reporting oversight. The Director will also be responsible for the intensive management and evaluation of healthcare services provided to individuals in the custody of the Department of Corrections.

 

This position requires a high level of coordination and collaboration with other Corrections Executives and Directors, contractors, subcontractors, and external stakeholders, necessitating strong leadership and communication skills. The role demands independence and the ability to think critically while working under pressure and adhering to tight deadlines. The Director will supervise multiple clinical and technical staff, ensuring that the division operates efficiently and effectively.  Candidates must possess a valid means of transportation for required travel to correctional facilities and community settings.

 

Responsibilities

  • Oversee the delivery of healthcare services to people incarcerated in Vermont correctional facilities.
  • Manage best practices in healthcare and correctional healthcare as defined by research and standards.
  • Perform executive managerial, administrative, and operational functions including strategic planning and policy development.
  • Negotiate contracts and ensure ongoing compliance and reporting oversight.
  • Intensively manage and evaluate healthcare services provided to individuals in custody, including driving continuous improvement of service delivery.
  • Coordinate and collaborate with Corrections executives, directors, contractors, and external stakeholders.
  • Supervise multiple clinical, technical, and administrative staff.

Environmental Factors

Duties are performed mainly in a standard office setting, but with regular need for meetings at correctional facilities and in community settings. Although direct contact with inmates is limited, such situations may arise, creating a potential for physical assault and injury as well as exposure to communicable disease and other dangers. Private means of transportation must be available for required travel as needed. The nature of the duties may entail evening and weekend activity. Pressure of deadlines, budgetary constraints, need for program revisions, and interaction with staff who may promote different concepts and objectives are frequent aspects of the role. There is potential exposure to litigation and involvement in adversary hearings and court cases may occur.

Minimum Qualifications

Master's degree in public health, healthcare administration, organizational leadership or closely related field AND four (4) or more years of experience at a management or supervisory level in a health services organization; 

 

OR 

 

Bachelor's degree in public health, healthcare administration, organizational leadership or closely related field, and eight (8) or more years of professional experience managing a large health services program.

Preferred Qualifications

Management and leadership experience in the correctional health care field
