Overview
The Division of Rate Setting (DRS) within the Department of Vermont Health Access (DVHA) has an immediate opening for an energetic and talented full-time Health Facility Auditor II. Below are a few of the Health Facility Auditor position's primary responsibilities:
· Performs review of cost reports submitted by nursing facilities to determine allowable costs for Medicaid reimbursement and ensuing rate.
· Apply the State and Federal rules governing the nursing facility rate setting process to issues of considerable complexity.
· Follow a comprehensive audit plan to complete desk reviews thoroughly and consistently.
· Examine provider accounting records such as the general ledger entries, invoices, detailed trial balance sheets, and reclass or adjust entries made in error by the CPA performing the required year-end audit.
· Communicate requests for information and findings clearly with nursing facility providers.
· May also be assigned cross-training opportunities to review Private Non-medical Institutions (PNMIs) providing residential childcare services for Vermonters.

Environmental Factors
Duties are performed in an office setting and occasionally at a provider's facility.
Incumbents should have a private means of transportation available as some travel may be necessary.
Minimum Qualifications
Certified Public Accountant (CPA) (license does not need to be in force).
OR
Master's degree in Accounting, Finance, or Business Administration AND one (1) or more years of accounting, finance, or auditing experience.
OR
Bachelor's degree in Accounting, Finance, Business Administration AND two (2) or more years of accounting, finance, or auditing experience.
OR
Bachelor's degree in any discipline supplemented by 9 credit hours in accounting AND three (3) or more years of accounting, finance, or auditing experience.
OR
Associate degree in Accounting, Finance, or Business Administration AND four (4) or more years of accounting, finance, or auditing experience.
OR
Six (6) or more years of accounting, finance, or auditing experience.
Preferred Qualifications
Experience in a health care or regulatory environment.
Note: There will be a skills assessment test to be taken at the Division as part of the hiring process.
· Ability to read, understand, and apply laws, rules, and regulations of significant complexity.
· Advanced Microsoft Excel skills including the ability to build and edit complex spreadsheets, formulas, and create graphs and charts from large amounts of data.
· Ability to problem solve by performing independent research on how to resolve the issue.
· High level of organizational skills with the ability to prioritize activities and act under the guidance of management.
· Ability to test and check own work and that of others to ensure that there are no errors in calculations or written work.
· Significant knowledge of English usage, grammar, and spelling in writing and in speaking for excellent, effective communications.
· Ability to establish and maintain effective working relationships through good interpersonal skills.
