Overview

The Agency of Human Services (AHS) Central Office is seeking a dynamic and experienced Health Care Project Director to lead high-impact initiatives under the Centers for Medicare & Medicaid Services (CMS) Rural Health Transformation (RHT) Program.


This position provides senior-level leadership in project management, program development, and policy implementation to advance innovative, federally funded health system transformation efforts across Vermont. The role requires strong collaboration across AHS departments, providers, and community partners to ensure effective implementation and compliance with federal requirements.


All AHS employees are expected to demonstrate four core practices:customer service, holistic service, strengths-based relationships, and results orientation.

The Rural Health Transformation (RHT) project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $195,053,740.44, with 100 percent funded by CMS/HHS. AHS BACKGROUND CHECKS:  Candidates must pass any level of background investigation applicable to the position.  In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. Private means of transportation must be available for occasional travel. The incumbent must be able to reconcile a broad array of competing interests within programmatic and budgetary constraints. Significant pressure from deadlines may be anticipated.

Minimum Qualifications

Bachelor's degree in public administration, finance, accounting, or health care AND four (4) years or more as a manager or administrator in a health/human services program or organization including one year working with Medicaid programs.

OR

Master's degree or higher in public administration, finance, accounting, or health care AND two (2) years or more as a manager or administrator in a health/human services program or organization, including one year working with Medicaid programs.

OR

Associate's degree in public administration, finance, accounting, or health care AND six (6) years or more as a manager or administrator in a health/human services program or organization, including one year working with Medicaid programs.

OR

High School diploma or equivalent AND eight (8) years or more as a manager or administrator in a health/human services program or organization, including one year working with Medicaid programs.

Preferred Qualifications

•    Master's degree in public health (MPH), public administration (MPA), or related field 
•    Experience working with the Centers for Medicare & Medicaid Services (CMS) or Medicaid programs 
•    Strong knowledge of rural health systems and transformation initiatives 
•    Experience with grants management, budgeting, and contract oversight 
•    Demonstrated ability to lead cross-functional teams and stakeholder engagement
