Overview
The Department of Vermont Health Access (DVHA) is seeking a skilled and knowledgeable Health Care Assistant Administrator II to join the Assistant Operations (AOPS) Team within the Health Access Eligibility and Enrollment Unit (HAEEU). The Health Care Assistant Administrator II role serves as the program lead and subject matter expert for the following programs with the State of Vermont:
· VPharm
· Healthy Vermonters
· Medicare Savings
· Medicaid special groups (some)
The Health Care Assistant Administrator II position has the following responsibilities:
· Interpreting and applying complex health care eligibility rules.
· Overseeing procedural development.
· Ensuring compliance with federal and state regulations.
· Collaborating with internal and external stakeholders.
· Conducting research and analysis on eligibility issues.
· Managing escalated cases.
· Supporting system enhancements and compliance.
· Contributing to policy development, special projects, program evaluation, and the creation of standard operating procedures and training materials.
Key Skills & Competencies:
· Subject Matter Expertise: Advanced knowledge of health care program rules and business processes, with the ability to interpret and apply regulations accurately.
· Consultative & Evaluative Skills: Ability to evaluate policies, procedures, and regulations and recommend improvements based on program analysis.
· Analytical & Problem-Solving Skills: Strong analytical skills for reviewing complex legal and regulatory documents, as well as resolving escalated cases.
· Collaboration & Communication: Excellent communication skills, both verbal and written, with the ability to liaise effectively with a wide range of stakeholders, including department staff, external partners, and policy analysts.
· Project Management: Experience managing special projects, working under tight deadlines, and ensuring that program outcomes are met in a timely and efficient manner.
· Adaptability: Ability to work in a fast-paced environment, balancing multiple tasks and responsibilities while maintaining attention to detail and accuracy.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors
Duties are performed primarily in a standard office setting. A valid drivers' license is required and private means of transportation could be needed if a fleet vehicle is unavailable. Conflicting opinions on operational problems may be anticipated. Multiple competing priorities and tight deadlines are a frequent occurrence.
Minimum Qualifications
Bachelor's degree or higher in policy analysis, health care, human services, governmental programs, or related field.
OR
Two (2) years or more experience in policy analysis, health care, human services, or other government programs.
Preferred Qualifications
· Experienced user of Microsoft Excel, Word, and Outlook.
· Experienced user of AHS's ACCESS system.
· Familiarity with the State's health care programs, specifically VPharm, Healthy Vermonters, Medicare Savings, and Medicaid special groups.
