Overview

The Department of Public Safety (DPS) Division of Fire Safety is seeking a Hazardous Materials Compliance Officer to develop emergency response plans, support the Statewide Local Emergency Planning Committee (LEPC), and train first responders to handle dangerous materials effectively. This position also serves as a Technician-level member of the Vermont State Hazmat Team.

 

Responsibilities include, but are not limited to:

  • Emergency Planning: Develop and implement hazardous materials response plans in compliance with the Federal Emergency Planning and Community Right-to-Know Act (EPCRA).
  • Training & Curriculum Development: Design and deliver specialized training programs for first responders and Vermont State Hazmat Team members to ensure effective and safe responses to hazardous materials incidents.
  • LEPC Coordination: Support and coordinate activities of the Statewide LEPC to enhance emergency preparedness and strengthen statewide collaboration.
  • Technical Expertise: Serve as a Technician-level member of the Vermont State Hazmat Team, providing hands-on expertise during hazardous materials incidents.
  • Administrative & Consultative Work: Offer guidance on hazardous materials compliance and planning to state agencies, local governments, and other stakeholders.
  • Leadership: Supervise and mentor subordinate positions as needed to support the Division’s objectives.

 

This is a limited service position, but continued funding is expected for the forseeable future.

Limited Service positions are established for specially funded projects or programs.

PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records, Personal History, Credit and any additional background check(s).

Environmental Factors

Duties are performed in a variety of settings including but not limited to; the standard office environment, on-site incident response, attending meetings, conducting site inspections. Occasional exposure to hazardous materials should be anticipated. Some work outside of normally scheduled hours occurs and appearances before public and private groups are required.

Minimum Qualifications

Bachelor’s degree or higher in chemistry, industrial hygiene, public health, fire science, engineering, or related field. 
OR
Four (4) or more years of experience in hazardous materials work, facility safety, chemical engineering, or related field.

Preferred Qualifications

Preference will be given to candidates with experience involving the federal EPCRA/Superfund Amendment and Reauthorization Act (SARA) and/or federal or state hazardous materials regulations.

Special Requirements

Candidates must be certified for the following: ICS 100, 200 and 800, Hazardous Materials Technician, Firefighter I, Emergency Medical Technician, NFPA Fire Inspector I.
