Overview

This vital role acts as the primary operational engine for our Central Office, managing complex financial portfolios, assisting in talent administration, and serving as a system expert for our complex time reporting system.
The Impact You Will Make
Financial Stewardship & Team Leadership
- Supervise and Mentor: Lead a dedicated team of three fiscal professionals, providing guidance, oversight, and professional evaluation.
- Budget Oversight: Direct the development, monitoring, and structural health of budgets for 10 Probation & Parole field sites and two satellite offices.
- Fiscal Integrity: Ensure compliance with state policies and accounting principles through meticulous audits, Global Commitment (Medicaid) reporting, and high-impact month-end & year-end close-outs.
Personnel Administration & HR Innovation
- Recruitment Lifecycle: Serve as the Central Office point of contact for recruitment, managing the execution, review, and administration of all personnel transactions.
- Statewide Liaison: Partner with field site and facility administrators across the state to guide hiring workflows, maintain confidential records, and ensure policy compliance.
- Workforce Initiatives: Manage departmental organizational charts and spearhead high-value HR initiatives, including the coordination of DOC merit bonuses and the Accelerated Step Program.
Gateway Systems & Security Control
- System Expert: Act as the department's ultimate VTHR Lead Time and Labor Delegate & Security Administrator, managing payroll adjustments and assigning critical security access roles across the DOC network.
- Operational Control: Serve as the Lead User Account Requestor (UAR) for all IT access, orchestrating highly coordinated onboarding and offboarding workflows (including equipment setups, facility access, and internal security checks).
- Culture Builder: Influence department culture by contributing to special projects, standardizing onboarding policies, and serving on the Rewards & Recognition Committee.

Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.
OR
Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One years as a Financial Manager II with the State of Vermont.

Special Requirements
