About the Role:
As a Financial Manager III, you will be at the heart of our financial operations, ensuring the effective management of budgets and expenditures across both local and departmental levels. Reporting directly to the Financial Director II, you will play a crucial role in maintaining our internal reporting systems and overseeing payroll monitoring workbooks, including site-specific and the Consolidated Master Payroll book.

 

Key Responsibilities:

  • Budget Development and Management: Lead the development, entry, and maintenance of organizational budgets within the State's budget system and financial system VISION, ensuring accuracy and compliance.
  • Payroll Oversight: Manage and maintain advanced Excel workbooks for budgeting and payroll monitoring, ensuring seamless operations.
  • Team Leadership: Supervise and mentor one staff member, fostering a collaborative and high-performing work environment.
  • Cross-Departmental Support: Provide backup support to other DOC business office divisions as needed, demonstrating flexibility and teamwork.
  • Effective Communication: Engage with all levels within the department, ensuring clear and effective communication of financial strategies and updates.

 

Special Qualifications:

  • Excel Expertise: Mastery of advanced Excel skills is essential, as you will utilize complex workbooks for budgeting and payroll monitoring.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

 

OR

 

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

 

OR

 

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

 

OR

 

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
