Overview

The Department of Vermont Health Access (DVHA) seeks a Financial Manager I to join the Business Office. This position is located in Waterbury, VT, but work is generally performed via telework at this time.
Vermont has received a Rural Health Transformation (RHT) grant of $195 million in Year One of a five-year opportunity. The Financial Manager I is responsible for supporting RHT activities through managing a portfolio of agreements in accordance with the State of Vermont's Bulletins 3.5 and 5.0, and in alignment with all RHT funding requirements. Contract management activities include the entire contract life cycle: planning, drafting, and conducting the Request for Proposal process, managing the scoring and vendor selection process, drafting contracts, facilitating negotiations, ensuring appropriate State and federal approvals prior to contract execution, monitoring and oversight, invoice review and payment, and contract closeout activities. Grant management activities include the entire grant life cycle: planning, drafting, conducting the Notice of Award process, managing grantee selection and performing pre-award risk assessments, drafting, negotiating, and routing grants while ensuring appropriate State and federal approvals are received prior to execution, monitoring and oversight, invoice review and payment, and grant closeout activities. Additional activities include: responding to audits requests, providing burn rates and budget updates to stakeholders, year-end closeout reporting, and other duties as assigned.
A successful candidate will recognize and implement best practices for business office operations and internal controls. The Financial Manager I will have strong written skills, knowledge of accounting principles, ability to interpret and apply State and federal policies, and strong communication skills with both internal and external stakeholders. Microsoft Office Suite is heavily relied upon. Vermont is undergoing the implementation of a new procurement management system, VTBuys. A successful candidate will be expected to complete all required VTBuys trainings to learn and utilize the VTBuys system in order to perform the duties of this role.

Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One year as a Financial Administrator III with the State of Vermont.
OR
Certification as a CPA.
For some positions preference may be given to applicants with supervisory or management experience.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
