Overview

Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 3, 2022.  At that time, the starting rate (Step 1) for this job opening will be $38.30 per hour.

The Department for Children & Families (DCF) is seeking a Financial Director III to join our team of dedicated Business Office Staff.

 

DCF is comprised of several departments including The Child Development Division, The Economic Services Division, The Family Services Division, Office of Child Support, and Office of Economic Opportunity & Weatherization. Each department in DCF is unique, with its own set of challenges and goals.  This position acts as second in command to the DCF Financial Director IV which manages DCF's complex multifaceted funding sources and general operations.  This position is responsible for overseeing the budget and cost allocation units and therefore is integral in DCF's budget build as well as monthly financial monitoring; Building a highly complex budget and ensuring that all anticipated budget pressures and revenue shortfalls across interwoven programs are properly projected; Monthly financial monitoring with DCF's leadership team and the Agency of Human Services to ensure that expenditures and revenue are aligned with the proposed budget; Ensuring proper cost allocation and federal claiming; Monitors use of spending authority to ensure that vital payments to key stakeholders can be made on a timely basis; leads closeout to ensure the departments fiscal position is properly stated at year end.

 

This position does supervise.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and four (4) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Master's degree in accounting, business or public administration or a related field AND three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One (1) year or more of experience as a Financial Director II with the State of Vermont.

Note: For some positions preference may be given to applicants with experience managing large fiscal operations.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
