Title: Financial Director II

Overview
The Vermont Department of Mental Health (DMH), part of the Agency of Human Services, is seeking an experienced and strategic Financial Director II to assist the Department Financial Director in leading our Business Office operations.
This position is responsible for overseeing major fiscal functions within the department, with a focus on accountability, compliance, and the effective use of public resources, and will provide leadership and oversight for the following:
• Assist Financial Director in budget development, preparation, submission, and administration of the department budget
• Fiscal oversight of two mental health facilities - Vermont Psychiatric Care Hospital (VPCH) and River Valley Therapeutic Residence (RVTR)
• Leadership of systemwide financial operations, including accounts payable, payroll and expense processing for the entire department.
• Grant Management and federal fiscal compliance
This position requires a strong understanding of governmental finance, Medicaid rules, as well as proven supervisory and organizational skills. The successful candidate will balance strategic vision with attention to operational detail, ensuring the fiscal health of the department in support of high-quality mental health services across Vermont.

Minimum Qualifications
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and three (3) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.
OR
Master's degree in accounting, business or public administration or a related field AND two (2) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.
OR
Associate's degree AND five (5) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff OR six (6) years or more of experience managing a significant fiscal program or section.
OR
High School diploma or equivalent AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One (1) year or more of experience as a Financial Director I with the State of Vermont.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
Note: For some positions preference may be given to applicants with experience managing large fiscal operations.
