Overview

Are you passionate about serving Vermonters and Vermont? The Department of Public Safety is seeking individuals who are self-motivated and detail-oriented to fill two limited service Financial Administrator III positions in our Grants Management Unit. The July 2023 flooding greatly increased the unit's workload, and these positions will be responsible for the financial management of this funding. This may include activities such as preparing grant applications, federal draws, program financials, execution of subgrant agreements, and processing subrecipient reimbursement requests. 

 

Ideal candidates will possess strong computer and Excel skills, excellent communication skills, and the ability to work well with our subgrantees and Federal Agency partners. Knowledge of the State's Peoplesoft VISION financial system is preferred, but not required.

 

This position is limited service with current funding available through at least summer of 2027. This position is eligible for telework.

This position, Financial Administrator III (#48501), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Class Definition

Professional level accounting work in the maintenance, review and reconciliation of financial records to ensure compliance with accepted accounting principles and standards. Serves as an expert in a specific fiscal program, or performs highly specialized fiscal analysis or auditing. May supervise other professional and technical accounting personnel and perform professional work in the maintenance of accounting and financial records, or perform functional supervision over multiple complex accounting functions. Analyzes financial reports, programs, costs, payments and/or accounting processes. May have independent responsibility for specific complex fiscal functions (such as: budget development, sub-recipient and internal audits, federal program fiscal administration). Duties are performed under the general supervision of an administrative supervisor or department head.

Work is performed in a standard office setting.

Minimum Qualifications

Bachelor's degree in accounting AND one (1) year of accounting experience maintaining, reviewing, analyzing and accounting or financial data and records to ensure compliance with accepted accounting practices and standards
OR

Associate's degree in accounting, business administration, office administration or a related field AND four (4) years of professional experience in accounting, maintaining, reviewing, analyzing and accounting or financial data and records to ensure compliance with accepted accounting practices and standards

OR

High School diploma or equivalent AND five (5) years or more of professional experience in accounting involving maintaining, reviewing, and analyzing accounting or financial data and records to ensure compliance with accepted accounting practices and standards.

OR
Two (2) year as a Financial Administrator II with the State of Vermont.


NOTE: CPA certificate is considered qualifying.

Preferred Qualifications

For some positions preference may be given to applicants with supervisory experience.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system)may be required.
