Overview
The Financial Administrator I position is within the Vermont Department of Health Business Office. The Financial Services team is seeking a detail oriented and customer service focused individual to perform procurement, employee travel, and accounts payable functions.
Duties include reviewing and processing requisitions, coordinating, and maintaining employee travel, and processing accounts payable transactions in accordance with established policies and procedures. The position requires regular interaction with program staff, vendors, and other stakeholders to ensure timely and accurate completion of assigned responsibilities.
The ideal candidate will possess strong organizational and communication skills, with demonstrated ability to interpret and apply policies, identify discrepancies, and exercise sound judgment in decision making. Attention to detail and a high degree of accuracy are essential.
The successful candidate will be able to work effectively both independently and as part of a team, managing multiple priorities while meeting deadlines with only general supervision.

Office hours are 7:45- 4:30 with a 45-minute unpaid lunch period. A limited degree of flextime is afforded. The Rural Health Transformation (RHT) project is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $195,053,740.44 with 100 percent funded by CMS/HHS. Minimum Qualifications
High School diploma or equivalent AND three (3) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.
OR
Associate's degree in accounting, business/office administration AND two (2) years or more of accounting experience maintaining, reviewing and analyzing financial data and records.
OR
Bachelor's degree in accounting, business/office administration.
OR
One (1) year or more of experience as a Financial Specialist III with the State of Vermont.
NOTE: All levels of required accounting experience, unless otherwise noted, must have been performed to ensure compliance with GAAP (Generally Accepted Accounting Principles) and standards.
Preferred Qualifications
• Experience in financial operations, including procurement, travel coordination, and/or accounts payable.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
Any person who has had a charge of abuse, neglect or exploitation substantiated against them is not eligible under the Vermont Veterans’ Home licensing requirements. Candidates, including current State employees seeking transfer, promotion, demotion, or persons exercising re-employment rights, must pass a fingerprint supported background investigation applicable to the position. Additionally, in accordance with Federal and State regulatory standards, Vermont and/or national criminal record checks, Office of Inspector General exclusion database checks, motor vehicle driving record checks, and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates.
