Overview

The Vermont Department of Corrections is seeking a highly motivated, dynamic and organized leader for the position of Director of Facilities Operations. This position oversees Vermont's six correctional facilities, as well as contracts and/or agreements with public or private entities for the supervision of Vermont incarcerated individuals who are out of state. In this fast-paced position, the incumbent will have frequent contact with other departments, agencies, community members, legislature and the media.

 

This position will be involved in policy development, operational best practices, and will assist in developing or guiding legislation. The incumbent will be involved in collective bargaining with the Vermont State Employees Association. You'll be responsible for the health and safety of all incarcerated individuals in DOC custody and works closely with our medical providers to ensure a community standard of care in all facilities. The Director Of Facilities Operations is responsible for the safe working conditions for staff in correctional facilities. Under the incumbent's command are the DOC Special Response Teams, comprised of: Tactical Response, Crisis Intervention, Peer Support and Honor Guard. This position will be responsible for the operating budgets of all correctional facilities, as well as the Central Security budget. You will be expected to be available 24-hours a day. Frequent calls or emails should be expected any time of the day or night.

 

As of July 14, 2025, the step 1 rate for pay grade 32 will be $49.52 per hour.

Environmental Factors

Duties are performed in a variety of settings including an office setting, within a correctional facility, in public meetings, etc. A valid driver's license is necessary for required travel. Duties may entail significant amounts of evening, weekend, and emergency activity. The position is required to be on call 24 hours per day, seven days per week, except when on leave. Substantial exposure to adversary proceedings and court cases may occur. Although direct contact with inmates is limited, such situations may arise creating a potential for physical assault and injury.

Minimum Qualifications

Bachelor's degree or higher AND three or more years of experience in a supervisory or management position in the broad area of human services INCLUDING four (4) years in either a correctional setting or a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.

 

OR

 

Associate's degree OR four (4) years of military experiences AND five (5) or more years of experience in a supervisory or management position in the broad area of human services, INCLUDING six (6) years in either a correctional setting or a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.

 

OR

 

High school diploma or equivalent AND seven (7) or more years of experience in a supervisory or management position in the broad area of human services or military experience, including five (5) years in either a correctional setting or a role requiring frequent interaction with correctional facility administration and inmates, coordinating with a correctional facility program, or direct casework with correctional inmates.

Special Requirements

Candidates must pass any level of background investigation applicable to the position.
