Overview

The Child Care Financial Assistance Program Manager provides critical daily oversight and management of a multi million dollar budget supporting child care subsidy services for approximately 7000 Vermont children, including children in protective service. Funds derive from federal and state sources and are administered as direct payments to child care providers on behalf of eligible families as well as contracted services with 12 Community Child Care Support Agencies throughout the state. Diligent oversight of funds and eligibility is essential to provide effective stewardship of the Child Care Financial Assistance Program.

 

Supervisory, managerial, program development and coordinating work at a professional level involving child care and related programs for the Child Development Division of the  Department for Children and Families. These programs include subsidized child care for low income families, family support and protective service child care, training support to providers and the provision of consultation and technical assistance to providers, employers, groups of employers, community groups and state agencies. Supervision is exercised over professional and technical employees. Work is performed under the general direction of Director of Operations and includes oversight and management of a multi million dollar budget and multiple revenue sources in support of approximately 1200 service providers and 8000 subsidized children.

Environmental Factors

Duties are performed primarily in a standard office setting. Some travel to provider and contractor sites may be required, for which private means of transportation must be available. Duties include representing the division at department meetings and in public meetings with clients and providers. Some work outside of normal office hours may be required.

Minimum Qualifications

Bachelor's degree or higher in early childhood education, psychology, sociology or social work AND two (2) years or more of experience in the determination of eligibility for subsidized child care, in the regulation of licensed child care facilities, or in the administration of a centralized child care program.
