Overview

The Business Application Support Specialist is a key position within the Health Services Division (HSD) of the Department of Corrections (DOC). This position provides support to the DOC and the DOC's Comprehensive Health Services Contractor related to the electronic health record (EHR) system. This position will also oversee and monitor the deliverables of the EHR contract to ensure the system is functional and meeting the needs of the end users, ultimately enabling the provision of health services within Vermont's correctional facilities. This work requires excellent technical, operational, and communication skills. Key duties include monitoring contractor performance, analyzing EHR data, identifying EHR system improvements and enhancements, and ensuring appropriate follow up actions occur through collaboration with the DOC HSD and contractor. A significant amount of collaboration is required with other DOC divisions, departments of the Agency of Human Services, contractors, and additional community partners and stakeholders. Strong interpersonal and negotiation skills are essential for providing clear guidance and direction to both state and contractor staff in a collaborative manner. While this position receives direction from the DOC Director of Health Services, a high level of initiative and independent decision making is expected. A hybrid and/or telework schedule is available consistent with AHS and DOC policy.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental staff to include officials who may advocate strongly for their programs. Must be able to communicate and interact directly with employees at varying degrees of system skill sets as well as varying levels of authority. Conflicting priorities and operational problems may be anticipated; competing priorities and tight deadlines are a frequent occurrence.

Minimum Qualifications

Bachelor's degree AND two (2) years technical level experience working in a business environment using an enterprise application system.

OR

Associates degree in business or computer science AND four (4) years experience at a technical level working in a business environment using an enterprise application system.

OR

Six (6) years experience at a technical level working in a business environment using an enterprise application system.
