Overview

The Vermont Department of Corrections is seeking an experienced Business Analyst to support the modernization, integration, testing, and long-term sustainability of enterprise correctional systems.  This position serves as the designated testing lead for operational systems that support correctional facilities, probation and parole offices, community supervision, reporting, and cross agency data exchange. The role ensures system enhancements are clearly defined, operationally aligned, thoroughly tested, and successfully implemented without disrupting mission critical services.  This position works collaboratively with operational leadership, system developers, data teams, vendors, and end users to translate business needs into sustainable technical solutions that improve efficiency, strengthen data integrity, and reduce administrative burden.

 

Requirements and Business Analysis

  • Lead requirements gathering sessions with operational and executive stakeholders
  • Translate business processes and operational needs into functional requirements and system specifications
  • Analyze existing workflows and recommend process improvements aligned with system capabilities
  • Conduct impact analysis for system changes and modernization initiatives


Testing Leadership and Quality Assurance

  • Serve as testing lead for DOC operational systems, assist system integration, and coordinate user acceptance testing efforts
  • Develop comprehensive testing plans, test cases, and validation scenarios aligned with documented requirements
  • Document, prioritize, and track system defects through resolution, ensuring transparency and accountability
  • Validate system changes, enhancements, and integrations prior to production deployment

 

Systems Support and Modernization

  • Support offender management, community supervision, reporting, and data integration platforms
  • Support reporting and analytics initiatives by ensuring requirements support accurate and reliable data capture
  • Maintain business documentation, process system maps, and testing artifacts to support long-term sustainability

 

Experience, Knowledge, and Skills

  • Experience gathering, analyzing, and documenting business and functional requirements
  • Experience serving as a testing lead for enterprise systems, including coordinating system integration and user acceptance testing efforts, and utilizing defect tracking and test management tools to ensure accurate documentation, prioritization, and resolution of issues
  • Working knowledge of SQL databases and data analytics principles, including the ability to write and interpret queries, validate data accuracy, and support reporting and operational decision making
  • Working knowledge of data governance principles, reporting validation processes, and enterprise data analysis systems
  • Strong analytical and problem-solving skills, including the ability to evaluate complex operational workflows, translate them into structured system solutions, and collaborate effectively across technical and non-technical teams
  • Strong written documentation and communication skills, with the ability to explain complex technical concepts in clear, practical terms for operational and executive audiences

 

Correctional systems directly impact staff in facilities and probation and parole offices across the state, as well as the individuals under our care. This role ensures operational needs are accurately translated into system functionality and that all system changes are thoroughly tested and validated prior to release to protect system integrity and service delivery.

Environmental Factors

Duties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interests and limited resources. Rapid response in the face of tight deadlines may be necessary. Evening and weekend duty may be anticipated.

Minimum Qualifications

Bachelor’s degree in business administration, statistics or information technology related field AND one (1) year or more experience in information technology, statistics, business analysis, data administration or research that uses data technology.

 

OR

 

Three (3) years or more of experience in information technology, statistics, business analysis, data administration or research that uses data technology.
