The Agency of Digital Services (ADS) is seeking to hire an Agency Director of Digital Services assigned to the Agency of Human Services. The Agency of Human Services is comprised of the Department of Health, the Department of Corrections, the Department of Children and Families, the Department of Mental Health, the Department of Aging and Independent Living, and the Department of Health Access. This is a full-time, appointed position based in Waterbury, Vermont.

General Roles & Responsibilities

The Agency Director of Digital Services is the senior IT Leader for an Agency within the State of Vermont. This position is assigned to the Agency of Human Services and is responsible for all IT activities that take place at the Agency. This role is key to ensuring the delivery of services through technology to vulnerable Vermonters.

Necessary Qualifications

  • A bachelor's or master's degree in business administration, computer science, data science, information science, engineering or related field, or equivalent work experience.
  • Ten (10) or more years of experience, ideally in information management or IT management — recently at or near the executive level. Broad business experience within the health and human services area is desired.
  • Five (5) or more years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
  • Excellent business acumen and interpersonal skills; able to work across business lines at senior levels to influence and effect change to achieve common goals.
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary teams in new endeavors and delivering solutions.
  • Information strategy experience; experience in strategic technology planning and execution, and policy development and maintenance.
  • Analytical skills: outstanding analytical and problem-solving abilities.
  • Familiarity with business information generation and analysis methods.
  • Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists; the ability to sell ideas and processes internally at all levels.
  • Proven record of effective leadership, including the ability to balance team and individual responsibilities; building teams and consensus; getting things done through others not directly under his/her supervision; working ethically and with integrity.
  • Ability to liaison between multiple business lines and information technology teams.

Additional Desired Qualifications

  • Demonstrated knowledge of state or federal business processes and resultant information needs.
  • Strategic planning experience is desirable.


This is an exempt, full-time, position. Salary will be based upon qualifications and experience.
