Overview

Are you a skilled professional with a passion for contract management and exceptional interpersonal skills? The Agency of Human Services (AHS) is seeking an Administrative Services Manager III to support our contract management program. This role involves providing professional, technical, and administrative support across all AHS departments, each with unique complexities. You will play a crucial role in identifying and communicating system issues, developing and implementing contracts, and ensuring compliance with Federal, State, and Agency policies.

 

As a senior professional, you will mentor others within the Agency, offering solutions to complex problems and ensuring adherence to Bulletin 3.5 and other compliance requirements. Your ability to work independently and collaboratively with all levels of management is essential, as you will manage multiple projects with shifting priorities and tight deadlines.

 

In this role, you will review all department contracts and amendments, providing education and guidance to ensure compliance with competitive processes and federal and state statutes. Your expertise in procurement processes will be vital in promoting continuous improvement and managing risk effectively.

 

You will also serve as a backup to the Director, assisting in the development of Agency-wide contracting policies and procedures. Your role will involve vendor management, responding to inquiries, and facilitating meetings to evaluate bids and proposals. Additionally, you will represent the Agency in training and outreach efforts, educating staff on contracting best practices and compliance considerations.

Minimum Qualifications

Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

 

OR

 

Bachelor's degree in any discipline AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

 

OR

 

Associate's degree in accounting, business or public administration, office administration or a related field AND five (5) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

 

OR

 

High School diploma AND seven (7) years or more of experience providing professional administrative-level services to a business or organization which included an accounting or budgeting function and experience as a supervisor of clerical or administrative staff.

 

OR

 

One (1) year or more of experience as an Administrative Services Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
