Overview

Do you love organizational development and helping staff develop and strengthen their skills?  Have a knack for developing data and/or fiscal monitoring systems?  Enjoy writing?  Do you want to have an impact on healthy development, safety, well-being, and self-sufficiency of Vermonters?  Then the Department for Children and Families' Grants and Contracts Unit may be the place for you!  The DCF Grants and Contracts Unit is currently hiring for an Administrative Services Director I.  This position will assist the DCF Grants and Contracts Director with supervising, training, and motivating Unit staff as well as developing and reviewing standard operating procedures and processes across this recently centralized Unit that supports DCF's initiatives at the Department and Division levels (specifically, Child Development Division, Disability Determination Services, Economic Services Division, Family Services Division, and Office of Child Support).  The Administrative Services Director I will work with the DCF Grants and Contracts Director on the development, maintenance, and continuous quality improvement of resources to support the full life cycle of grants, contracts, and MOUs from drafting to close out for the Department.  

 

The position will also involve the drafting and managing of agreements (grants, contracts, and MOUs) between DCF and internal and external partners. The successful candidate will be a strength-based leader with knowledge and expertise in outcomes-based contracting, financial monitoring, performance measure development and monitoring, systems development, strategic planning, and change management as well as a willingness to learn.  The position requires the ability to work independently, juggle competing and timely demands, and be flexible. Experience with Uniform Guidance, the Agency of Administration's Bulletins 3.5 and 5, Subrecipient monitoring, Results-Based Accountability, Excel, VISION, and the programs of the Department for Children and Families are a plus!

 

The position is based out of the Waterbury State Office Complex, and there is the opportunity for a hybrid (in office/remote) schedule with this position.  Some travel, mostly in state, may be required.

Minimum Qualifications

Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.

OR

One (1) year or more of experience as an Administrative Services Manager III with the State of Vermont.

NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
