The VTax Team is a premier continuous improvement team in Vermont State government. The team is responsible for managing and implementing changes and improvements to VTax, the Department’s primary tax software system. Over the past eight years, this team transitioned 30-plus tax types to this new system from legacy IT systems, added three new tax types, implemented a $200 million business grant program, and made many other process improvements that have transformed the work of the Department and the experience for taxpayers. 

 

The VTax team is expanding to better leverage and coordinate a broad-range of business-side needs and developments. To support these needs, the VTax Team is in search of an Assistant Director. This is a full-time position located in Montpelier, Vermont with opportunities for hybrid telework. The ideal candidate will have:

  • Expertise in project management, business process management and improvement, product development, information technology, and quality control techniques, practices, and tools.
  • Expertise in change management.
  • A collaborative attitude.
  • Strong written and verbal communication skills.
  • Expertise in analysis of data, requirements, systems, and business processes.
  • Expertise in performance measurement and evaluation.
  • Experience with SQL is a plus.

 

Responsibilities 

The VTax Assistant Director is a new position at the Department that will work with a team of subject matter experts, software developers, and business users to implement changes to the VTax system. Changes include major initiatives like new tax types, corrections to technical problems, process improvements, and legislative updates. In support of these activities, the Assistant Director will help troubleshoot issues, look for opportunities for process improvements, and help coordinate work on larger projects.

 

Other duties include:

  • Serving as a consultative business partner to staff groups on best practices for business process design patterns, principles, and techniques.
  • Developing change management strategies and plans with particular emphasis on a process-oriented approach.
  • Developing and maintaining process methodologies, documentation, tools, metrics, and ensuring functional ownership is established for continuous improvement.
  • Researching trends, best practices, and improvement opportunities to optimize Tax administration, software testing, and existing business processes.

VERMONT DEPARTMENT OF TAXES (VDT) BACKGROUND CHECKS:  This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted. 

 

Beginning September 15, 2021, State of Vermont Executive Branch employees must attest to being fully vaccinated against the COVID-19 virus or be subject to regular COVID-19 testing and masking requirements.

Minimum Qualifications

Master's degree in business administration, project management, information technology management, or closely related area AND six (6) years or more of experience in the areas of business process improvement or information technology design, development and implementation.

OR

Bachelor's degree in business administration, project management, information technology management, or closely related area AND eight (8) years or more of experience in the areas of business process improvement or information technology design, development and implementation.

OR

Two years of full-time college coursework OR associate's degree in business administration, project management, information technology management, or closely related area AND ten (10) years or more of experience in the areas of business process improvement or information technology design, development and implementation.

OR

Professional Certification in Project Management, Business Process Management, Quality Processes or other pertinent area AND six (6) years or more of experience in the areas of business process improvement or information technology design, development and implementation.
