Overview

The Department of Labor's Unemployment Insurance (UI) Division is currently in need of an experienced Program Administrator to plan, coordinate, and supervise a unit within the division. This position will work directly with UI leadership on program requirements and ensuring proper program administration. This will entail assigning, supervising, and reviewing the work of individual staff in the division. The UC Program Administrator will also work with the Department's legal staff on cases that need to be investigated or sent for collection efforts. Overall, this is a critical position to ensuring the accuracy of unemployment benefit payments.

Primary duties of the Unemployment Insurance Program Administrator IV will include:

•    Supervision of UI programs, including direct supervision, hiring, and training of staff
•    Working with leadership on formulating and implementing section policies and procedures
•    Collaborating with federal and state peers on various unemployment insurance policies, practices, operations, and trainings
•    Participating in the development, refinement, and implementation of automated systems
•    Resolving complaints with clients and assisting with the unemployment insurance claims processing system
•    Interacting with Vermont employers to provide assistance and guidance on UI programs
•    Maintaining a high level of public trust, public responsibility, and upholding all laws and policies governing programs of responsibility

This position, Unemployment Insurance Program Administrator IV (Job Requisition #7800), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed in standard office setting. Good human relations skills are needed to deal with upset or irate employers and claimants. Occasional travel may be required for which private means of transportation must be available.

Minimum Qualifications

Bachelor's degree or higher AND EITHER three (3) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING one (1) year or more of supervisory or management experience OR three (3) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING one (1) year or more of supervisory or management experience.

OR

Associate's degree AND EITHER five (5) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING one (1) year or more of supervisory or management experience OR five (5) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING one (1) year or more of supervisory or management experience.

OR

High school diploma or equivalent AND EITHER seven (7) years or more experience in unemployment compensation, employment services, labor/industrial relations, or legal work INCLUDING two (2) years of supervisory or management experience OR seven (7) years or more experience in the field of human resources with a concentration in benefits or labor relations, investigations, or federal/state unemployment compensation laws and regulations INCLUDING two (2) years or more of supervisory or management experience.
