Overview

The Department of Labor is seeking a highly skilled professional to serve as the Administrative Services and Training Manager for the Unemployment Insurance (UI) Program. This position will report to the UI Director or Associate Director working alongside the UI leadership team. 

 

This position will be responsible for providing high-level organizational and operational support to the UI Program. This will include managing projects, grants, and the UI Program's operational platforms, such as SharePoint and Teams business environments. The incumbent will coordinate the learning and development function for the UI team, including approximately 115 staff across six different units, which will involve conducting needs assessments and business analyses, and identifying training opportunities.

 

The Department is seeking an organized and detail-oriented candidate with demonstrated experience in the broad field of employee development and training. The successful candidate will be a motivated, self-starter able to work independently and collaboratively, manage competing priorities, and maintain effective working relationships across the organization.

 

The position will be based in the Department's central office in Montpelier and will be expected to be in person with the potential of a hybrid teleworking schedule in the future.

Environmental Factors

Duties are carried out in a variety of settings including standard office, classroom, facilities of a resource provider, or even in an on-the-job setting.  Job duties will primarily be carried out in-person with limited opportunities for remote work.  Travel may be required for which private means of transportation must be available or the ability to use BGS fleet services.  Position duties may require performance outside of normal workdays and hours.  Tight deadlines for organization and presentation of proposal and programs can occur.  Strong and differing opinions may arise as to the nature, content, method of delivery, etc. of training programs, which should be positively channeled to achieve program enrichment.  Changes in available funding may necessitate sudden program modifications.

Minimum Qualifications

Master's degree in the broad field of education, psychology, or human services AND one (1) year or more of professional level experience in the broad field of employee training, curriculum development, staff development, psychology, human services or education, INCLUDING one (1) year or more in a formal employee or client development program.

OR

Bachelor's degree AND three (3) years or more of professional level experience in the broad field of employee training, curriculum development, staff development, psychology, human services or education, INCLUDING one (1) year or more in a formal employee or client development program.

OR

Associate's degree in the broad field of education, psychology, or human services AND five (5) years or more of professional level experience in the broad field of employee training, curriculum development, staff development, psychology, human services or education, INCLUDING one (1) year or more in a formal employee or client development program.

OR

High School diploma AND seven (7) years or more of professional level experience in the broad field of employee training, curriculum development, staff development, psychology, human services or education, INCLUDING one (1) year or more in a formal employee or client development program.

Preferred Qualifications

Experience in developing and overseeing employee training initiatives and project management.
