Overview

The Telecommunications Infrastructure Specialist performs investigations, analysis, and advocacy for the Department of Public Service related to the present and future state of Vermont's telecommunications infrastructure. The Specialist is responsible for understanding telecommunications technology and networks, and helping to establish and implement policies which promote the development and maintenance of telecommunications networks that meet the needs of Vermont. 

 

Duties include, but are not limited to:

  • Plan, organize, and conduct investigations into network infrastructure, plan for emergencies, and identify emerging areas of systematic service quality problems before they worsen.
  • Perform investigation, analysis and advocacy pursuant to PUC and FCC proceedings.
  • Develop the Telecommunications Plan, including formulation of policies and goals, drafting and revising the Plan.
  • Guide the regulatory process, including preparation of discovery questions, preparation of expert witness testimony, analysis of legal briefs, and settlement negotiations.
  • Represent the PSD on regulatory matters before the PUC, the legislature, utilities, at conferences and at public hearings
  • Monitor and reports on required performance of telecom and cable providers in areas such as network enhancements, wholesale service quality and cable line extensions, recommending corrective action when needed. 
  • Develop statewide broadband deployment assessment, a process performed using GIS software.
  • Maintain GIS repositories consisting of over 100 layers, stored on ArcServer, and managed through ArcGIS online.
  • Oversee telecom related projects.
  • Resolve intercarrier/interconnection disputes of a technical nature through mediation and negotiation.
  • Monitors and assesses current issues and trends in the telecommunications industry, especially related to technology.  
  • Advise the Commissioner and Director on telecommunications technology.
  • Prepare position papers, plans, articles and reports. May testify before legislative committees, regulatory boards and courts. 

 

The ideal candidate will have an engineering background or comparable experience with telecommunications technology and the development and operation of telecommunications networks. Additionally, basic knowledge of public policy and the legislative processes and knowledge of telecommunications technologies and issues affecting state policy and regulation are valuable.

Environmental Factors

Normal office working conditions generally prevail, with some travel to field locations and meetings, for which private means of transportation is required. Some public speaking, attendance at public meetings and testimony before committees and boards is required. Evening, weekend, or overtime work may occasionally be necessary.

Minimum Qualifications

Bachelor's degree in engineering, economics, business, public policy, or a scientific field related to telecommunications AND three (3) years or more of experience in telecommunications engineering, planning, service provision, or consultation.

OR

Five (5) years or more of experience in telecommunications engineering, planning, service provision, or consultation.

Preferred Qualifications

Master's degree in engineering, economics, business, public policy, or a scientific field related to telecommunications.
Project Management experience.

Extensive experience using Geographic Information Systems software, including:    

  • ESRI ArcMap, ArcGIS Professional, ArcServer and ArcGIS Online
  • Microsoft Access (experience with SQL queries required)
  • Microsoft Excel (experience with charts, graphs, and pivot tables required)
  • College level coursework in GIS preferred
  • GISP certification preferred
