Overview

The Technology Purchasing & Contracting Administrator oversees procurement processes and contract management related to technology goods and services for the Department of Buildings & General Services (BGS). This position plays a critical role in ensuring the state acquires the technology resources necessary for efficient operations while maintaining compliance with procurement laws, policies, and budgetary constraints.

 

The Administrator:

  • Collaborates with state agencies to identify technology needs and develop procurement strategies.
  • Prepares and issues requests for proposals (RFPs) and other solicitation documents for technology projects.
  • Reviews bids and proposals to ensure compliance with technical specifications and contractual requirements.
  • Coordinates evaluations and scoring of vendors in collaboration with subject-matter experts.
  • Drafts, negotiates, and finalizes technology contracts, ensuring they align with legal and regulatory standards.
  • Ensures adherence to state procurement laws, policies, and ethical standards.
  • Monitors contract performance to verify vendor compliance with terms and conditions.

 

The Administrator ensures efficient use of taxpayer funds by securing cost-effective, high-quality technology solutions. By maintaining regulatory compliance and fostering transparency, they enhance public trust and support the effective delivery of government services.

This position may be eligible for a hybrid telework schedule, with core days to be determined after the training period has been completed. This position is classified as a Technology Procurement Administrator by the Department of Human Resources.

Environmental Factors

Work is performed primarily in a normal office setting. However, incumbents may be required to visit state agencies and vendors.. Incumbents must have access to private vehicle for such occasions. Resolution of serious disagreements between purchaser and vendor may be required.

Minimum Qualifications

Three (3) or more years of experience in purchasing, vendor management, or related field.

Preferred Qualifications

Experience in IT procurement and purchasing.
Associate’s degree or higher in computer science, information technology, business management, or related field.
