About the Office of the Commissioner 
The Department’s Office of the Commissioner (OOC) responds to tax policy questions from the Governor, Legislature, and additional stakeholders and works to ensure that the Department adopts and supports thoroughly researched, well-reasoned, and transparent policy positions. The OOC includes outreach and education specialists, fiscal analysts, and policy analysts. Beyond analytical work, the division seeks to leverage the Department’s knowledge of the tax code, while educating Vermont’s taxpayers so they are informed and compliant with the law. The Office of the Commissioner in the Vermont Department of Taxes seeks an individual who's looking to grow as a data analyst while contributing to important research assignments and tax policy issues. The position ties together database management, statistics, policy evaluation, problem solving, and helping to orchestrate an equitable and sustainable economy.

 

Responsibilities 
The Tax Fiscal Analyst will report to the Deputy Commissioner of Taxes and work closely with the Senior Fiscal Analyst. The roles serves as an active member of the cross-divisional data team. Responsibilities include:

  • Evaluating the fiscal impacts of existing tax policies and those under consideration
  • Assembling statistical reports that summarize tax data for the administration, the legislature, other state agencies, and the public
  • Documenting methodologies used in generating data products and strategizing how to make them better


The ideal candidate will have:

  • Excellent communication skills and a positive attitude
  • Experience with organizing, managing, and interpreting large amounts of data
  • Familiarity with Microsoft PowerBI, PowerQuery, and SQL
  • An interest in tax policy coupled with an insatiable desire to learn more

Additional Information

  • Telework:  Our Department embraces the benefits of telework and most employees are eligible to telework up to four days per week. Telework requires approval and must be in accordance with Department and State of Vermont policies. 
  • Background Checks: This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Environmental Factors

Duties are generally performed in a standard office setting. Interaction is required with state and local officials as well as the general public. Occasional work outside of normal work schedule may be necessary.

Minimum Qualifications

Master's degree in statistics, data analytics, public administration, economics, or a related field.

 

OR

 

Bachelor's degree or higher in statistics, data analytics, research, economics, public administration, or a related field AND two (2) years’ experience in quantitative research, statistics, data analytics, or program evaluation.

 

OR 

 

Four (4) years’ experience in statistics, data analytics, economics, public policy or administration, research or program evaluation.
