Taxpayer assistance, education, review and auditing work for the Vermont Department of Taxes. This position involves interaction with taxpayers and/or taxpayer representatives regarding tax obligations and filings, business registrations and filing requirements. Incumbents in this class are expected to resolve more tax issues with a higher degree of difficulty than a Level I or II. Incumbents in this class generally deal with multiple tax types and audit programs with higher degree of complexity than lower levels. Work is performed under the supervision of an administrative supervisor.


Examples of Work:

Analysis of taxpayer returns for proper preparation, accuracy and compliance with Vermont tax laws and regulations. Responds to calls and correspondence from taxpayers and/or their representatives regarding their tax returns or audit assessments by providing answers and explanations that are clear, concise and easy to understand. Drafts correspondence or uses form letters to contact taxpayers or their representatives as required. May prepare assessments and other adjustments for additional taxes, and may review and approve refund requests. May examine returns to determine claimant's eligibility for rebate programs and approve tax credits. Provide taxpayers with information specific to their type of business. Properly research and interpret Federal and Vermont tax law, regulations and policies to advise taxpayers of the laws and regulations applicable to their specific situation or type of business. May perform basic to moderately complex audits of taxpayer records involving various tax types. May review and evaluates letters of appeal received from taxpayers, CPA's, attorneys, etc. Performs other related duties as required.

VERMONT DEPARTMENT OF TAXES (VDT) BACKGROUND CHECKS:  This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. This requirement shall not apply to the following: current classified State employees seeking transfer, promotion, or demotion into a VDT classified position, or those who are exercising re-employment (RIF) rights. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Environmental Factors

Duties are performed in a standard office setting. Workload pressure may vary over time. Some routine data entry may be required in certain positions or for certain periods. Incumbents must be able to concentrate on details and perform accurate work in the face of frequent interruptions. Human relations skills may be needed to deal with the general public. Incumbent will likely encounter stressful situations and differences of opinion with taxpayers or their representatives. There is regular pressure from continual work deadlines.

Minimum Qualifications

Licensure as a Certified Public Accountant (CPA) AND one (1) year or more of experience with accounting, finance, or business administration.




Associate's degree or higher with courses in accounting, finance, business administration, taxation AND two (2) years or more of experience in accounting, auditing, or tax processing related duties.




High school diploma or equivalent AND three (3) years or more of experience in accounting, auditing, or tax processing related duties.




One (1) year or more as a Tax Examiner II.
