Overview

The Office of Purchasing and Contracting (OPC) within the Department of Buildings and General Services (BGS) is the centralized procurement office for the State of Vermont and is seeking a State Senior Purchasing Agent. This position provides professional, technical, and managerial work involving procurement and execution of service, vertical construction and commodity contracts to support multiple Agencies across the entire state. This includes: a) informing as to BGS's policies and procedures; b) provide advice/recommendations as to the various types of contracting methodologies, such as formal procurement process, simplified bids, sole source, payment methods, etc.; c) address questions/concerns as needed.   

 

The State Senior Purchasing Agent shall ensure compliance with and adherence to a change management environment; promoting continuous improvement in procurement processes, tools, templates, and services. The incumbent manages staff performance including hiring, performance reviews, assigning work, and setting workgroup goals and reporting methodologies in addition to defining and overseeing performance metrics and monthly management reporting.

 

This position will occasionally represent the office in meetings with other Agencies/Departments to provide training/guidance on State purchasing procedures and works closely with the Director of OPC, State Purchasing Agents, other Agencies/Departments.

Environmental Factors

Work is performed primarily in a normal office setting. However, incumbents may be required to visit state agencies and vendors, warehouses and auction sites. Incumbents must have access to private vehicle for such occasions. Resolution of serious disagreements between purchaser and vendor may be required.

Minimum Qualifications

Bachelor's degree AND four (4) years or more at or above a technical or professional level in inventory management, purchasing, merchandising, procurement, product testing, contract administration, or as a manufacturer's representative.

OR

High School diploma or equivalent AND six (6) years or at or above a technical or professional level in inventory management, purchasing, merchandising, procurement, product testing, contract administration, or as a manufacturer's representative.

OR

Professional certification as a Certified Purchasing Manager or Certified Public Purchasing Official AND three (3) years or more at or above a technical or professional level in inventory management, purchasing, merchandising, procurement, product testing, contract administration, or as a manufacturer's representative.

OR

Two (2) years or more of experience as a Purchasing Agent for the State of Vermont.

Preferred Qualifications

Experience in a government setting

Bachelor's degree in marketing, business administration or economics
