The Office of Purchasing and Contracting (OPC) within the Department of Buildings and General Services (BGS) is the centralized procurement office for the State of Vermont, and is seeking to hire a State Assistant Purchasing Agent. This position will work under the Director of Purchasing & Contracting and the State Senior Purchasing Agent.


The position is responsible for the following duties:

  • Maintains daily correspondence, files, answers phones and various other office responsibilities.
  • Assembles bid packages and contract documents, and posts bid packages, contracts, and other documents, as needed, to the OPC website and the Vermont Bid System in a timely manner.
  • Records and tracks progress of bid and contract documents through the approval process.
  • Schedules and performs public bid openings, which includes preparing and distributing bid tab sheets and bid responses to state personnel.
  • Assures all necessary information and documents are in place to support contract execution including but, not limited to State, Federal, Federal Emergency Management Agency (FEMA) and Agency of Administration (AoA) guidelines and requirements.
  • Provide in-depth review for accuracy and compliance with required contract processes and regulations, prepare cover sheets, create and maintain computerized and paper file folders, and file documentation appropriately.
  • Maintains and downloads contract documents from the State's electronic signature software daily.
  • Make all necessary adjustments to OPC's contract tracking system database upon receiving fully executed contract documents.
  • Maintain the State's Liquid Fuel website and performs various other weekly pricing updates.
  • Consult with agencies to advise on proper purchasing procedure, to establish lines of communication with key personnel, to ask for constructive criticism and suggestions, and to be made aware of each agency's unique purchasing problems and needs.


Assistant Purchasing Agents are responsible to master and utilize a number of principles, practices, and requirements for open and competitive bidding, and compliance with State-required contracting standards, to maximize value for the State and its taxpayers, and fair opportunity for potential private sector suppliers. Work requires frequent, effective communication and collaboration with colleagues, direct management, customer agencies, the Attorney General's Office, and others. Work includes maintaining swift and uninterrupted flow of a heavy and varied workload while also being vigilant for opportunities to make positive changes in economies of scale, process improvement, or similar opportunities. The Agent serves as a subject matter expert and advisor, with regard to procurement processes, for internal and external customers, contractors and other contracting professionals.

Environmental Factors

Work is performed primarily in a normal office setting. Significant interaction with vendors and various State officials and personnel is required. Workload volume can be heavy and pressure to meet deadlines is present.

Minimum Qualifications

Bachelor's degree or higher AND one (1) year or more of experience in inventory management, purchasing, or contract administration.
Associate degree AND two (2) years or more of experience in inventory management, purchasing, or contract administration.
High school diploma or equivalent AND four (4) years or more of experience at a technical level in inventory management, purchasing, or contract administration.

Preferred Qualifications

Experience in a government setting.
