Overview

The Vermont State Auditor's Office seeks a talented and energetic Staff Auditor II committed to improving and holding government accountable. We are a small, highly professional team engaged in performance auditing, with authority to examine all aspects of state government, including health care, human services, transportation, education, and public safety, among others.

 

The Staff Auditor II position includes:

• A general understanding of auditing concepts;
• Preparation of analyses of moderate complexity and formulation of conclusions supported by sufficient, appropriate documentary evidence;
• Strong organization and detailed documentation skills;
• Clear and concise communication abilities;
• The skill to manage and prioritize multiple tasks;
• The abilities to work independently and with a team; and
• A rigorous work ethic.

 

Preference may be given to candidates with a master's degree and with prior experience in performance auditing. The Vermont State Auditor's Office uses a range of data analysis tools. Performance auditing experience using data analysis tools would be valued.

Class Definition

This is the second in a series of four positions within the State Auditor's Office. Progression and promotion through the series of four positions is based upon demonstration of key skills and certain core competencies and meeting minimum education and experience requirements. The Staff Auditor II position involves administrative, technical and auditing work at a professional level, planning and conducting audits for the State Auditor's Office. These audits include performance audits on a variety of topics. Performance audits entail an objective and systematic examination of evidence to provide an independent assessment by the SAO of the performance and management of a public program. Recent performance audits have covered areas like performance measurement, system data reliability and efficiency opportunities.

Duties include conducting interviews, analyzing evidence and information to draw conclusions, the development of workpapers for support of the analysis, and assisting with drafting of reports, including findings and recommendations to correct discovered issues. Work is performed under the general direction of the Senior or Supervisor Auditors or audit manager.

Environmental Factors

Duties are performed in an office setting or in the field. Some pressure from deadlines is present. Travel may be necessary, and incumbents should have private means of transportation available. Some overtime work may be required. Some audit situations may assume a somewhat adversarial nature, requiring significant tact and persistence to complete a successful audit.

Minimum Qualifications

Master's degree with concentration in public or business administration, finance, accounting, economics, political science equally pertinent field or a J.D. AND one (1) year or more of professional experience in auditing, consulting, policy analysis, or business or process analysis, such as that associated with information technology development, acquisition, or security.

OR

Bachelor's degree in public or business administration, finance, accounting, economics, political science equally pertinent field AND three (3) years or more of professional experience in auditing, consulting, policy analysis, or business or process analysis, such as that associated with information technology development, acquisition, or security.

Preferred Qualifications

Master's degree with concentration in public or business administration, finance, accounting, economics, political science equally pertinent field or a J.D.
