Overview

The Department of Buildings & General Services (BGS) is seeking a Real Estate Operations Manager to lead a dynamic portfolio of real estate functions that directly support State operations across Vermont.

 

The Manager will be responsible for managing the State’s lease agreements as both landlord and tenant, and providing oversight of the full lifecycle of real estate transactions, from the initial assignment through closing. This includes property acquisition, space searches, market analysis, lease negotiations, and the coordination of all related fit-up projects.

 

Key responsibilities include:

  • Managing lease agreements and ensuring compliance with terms
  • Planning and executing the purchase or sale of property
  • Conducting long-term cash flow analysis and market value assessments
  • Organizing space searches and reviewing real estate proposals
  • Leading communication with landlords, tenants, buyers, and sellers
  • Overseeing leased space operations and resolving facilities issues
  • Supervising and supporting staff in the Planning and Property Management unit
  • Implementing and managing the Workplace Integrated Management System for leased spaces
  • Providing strategic insights and recommendations to leadership

Environmental Factors

Work is generally performed in both a field and standard office setting and requiring that private means of transportation be available. Strong differences of opinion may be encountered during negotiations and the ability to persuade others is required. Some work outside of normal work schedule may be anticipated.

Minimum Qualifications

Bachelor's degree in business administration, architecture, engineering, legal studies, or closely related field AND three (3) years at a professional level in real estate, land use planning, appraisal, engineering, or construction.
OR
High School diploma or equivalent AND five (5) years at a professional level in real estate, land use planning, appraisal, engineering, or construction.

Preferred Qualifications

Some supervisory experience is preferred.
