Overview

Act 153 (2020), the Vermont Global Warming Solution Act (GWSA), created the Vermont Climate Council (Council) and charged the Council with developing and adopting a Vermont Climate Action Plan (Plan) by December 1, 2021. The Council is comprised of 23 members, including eight cabinet-level officials and 15 members appointed by the General Assembly. The GWSA Project Manager will be responsible for supporting the Council, as well as coordinating and managing the cross-agency work necessary to develop the Plan and implement the GWSA.

The GWSA Project Manager position will be housed within the Agency of Natural Resources.  The position will have access to the administrative, legal and technical support by the Vermont Agency of Natural Resources, and to will report to and be under the supervision of the Secretary of Natural Resources. An experienced manager is being sought for the position of GWSA Project Manager; this is a full-time, 40 hour a week exempt position located in Montpelier, VT.

Key Duties and Responsibilities:
The key duties and responsibilities of the GWSA Project Manager are anticipated to include, but not be limited to:
•    Supporting the work of the Council in fulfilling the requirements of the GWSA;
•    Working collaboratively with State agencies and departments to gather relevant existing data and inventory existing programs to reduce greenhouse (GHG) emissions and improve resiliency;
•    Supporting the identification, analysis and evaluation of new strategies needed to achieve the GHG emission reduction requirements of the GWSA and improve Vermont’s resiliency to our changing climate;
•    Developing and executing a plan for stakeholder participation to meet program objectives; and,
•    Preparing project reports, including the Plan as well as annual written updates to the General Assembly, and disseminating project findings.

Knowledge, Skills, Abilities
  • Experience overseeing and guiding complex projects with multiple partners and stakeholders.
  • High-level understanding of climate science, including common mitigation and adaptation strategies.
  • Excellent organizational skills and ability to balance many competing demands.
  • Ability to research relevant public policy models and distill best practices.  
  • Ability to interpret, and explain data commonly used in developing public policy.
  • Ability to assimilate abstract concepts, program goals and objectives and translate into concrete action plans.
  • Considerable ability to work and make decisions independently.
  • Strong oral and written communication skills, including experience preparing reports and presentations.
  • Proficiency with Microsoft Office software (Word, Excel, PowerPoint).
  • Proficiency with Microsoft Teams
  • Facility with social media platforms such as Facebook and Twitter, etc.
Preferred Education & Experience

Advanced degree in an environmental, natural resources, economics, energy or public policy discipline with a minimum of eight (8) years of experience, including direct experience establishing and maintaining effective working relationships with diverse groups of state and local partners and stakeholders.

Equivalent combination of education, certification and experience may be considered.

Compensation Package

Salary Range: Negotiable
This position has access to a slate of benefits including but not limited to Health and Dental insurance coverage, Life Insurance, Long-Term Disability and Retirement.  The position is located in Montpelier, Vermont, with some in-State travel required
