The Organizational Development Specialist is a new position at the Vermont Department of Taxes. You will have the opportunity to break fresh ground in pursuit of continuous improvement for an already high-performing team.
In this role, you’ll work both creatively and analytically. Your work will include managing internal communications related to growth and development opportunities at the department while working with subject matter experts organization-wide to document institutional knowledge and processes. You’ll collaborate daily with colleagues in the communications and organizational development team, while making connections throughout the department in support of employee growth initiatives and knowledgebase development.
The Organizational Development Specialist:
- Creates, distributes, and evaluates internal communications promoting training and career growth opportunities at the Department of Taxes, including maintenance of an internal website catalog of training opportunities.
- Organizes and facilitates updates to the department’s internal knowledgebase, capturing institutional knowledge and technical expertise in a clear and searchable format.
- Supports department trainings, assisting presenters and subject matter experts where appropriate with:
- Facilitation or delivery of training sessions,
- Design and development of impactful training materials,
- In-training logistical support,
- Post-session coaching.
- Responds to requests from employees and supervisors within the Department for assistance with training and growth resources.
- Designs and produces regular reporting on organizational development activities.
We’re looking for someone with:
- Knowledge of organizational development principles and adult learning theory and practice.
- Experience with internal communications, including the design and management of internal websites and use of a mass email platform to effectively communicate with internal audiences.
- Excellent written communication and proofreading skills, with the ability to customize content and tone for audience and channel.
- Affinity for building working relationships with an extended network of colleagues throughout an organization.
- The ability to manage multiple projects and deadlines.
- Interest in learning about Vermont tax policy and administration.
About the Office of the Commissioner
The Office of the Commissioner includes the Department of Taxes leadership team - the Commissioner, Deputy Commissioner, and Chief Operating Officer - as well as data and fiscal analysts, legislative liaisons, the communications and organizational development team, the Internal Control Manager, and the Taxpayer Advocate.
The Organizational Development Specialist is a member of the communications and organizational development team, which manages the department’s external communications and outreach, as well as internal communications, training, and career development opportunities for the department’s approximately 200-person operation.
Additional Information
Compensation: The hourly salary rate for this pay grade ranges from $28.05 to $43.80, and State of Vermont benefits are very competitive. The starting salary for this position may be negotiable depending on experience and qualifications. The annual salary for this position ranges from approximately $58,344 to $91,104. The annual salary range reflects the minimum and maximum salary potential in the assigned pay grade (23). The annual salary is calculated based on 2080 hours of annual compensation and does not include authorized overtime or other compensation. It also does not include any time taken off payroll.
Hybrid work: This is a full-time position located in Montpelier, Vermont with opportunities for up to two days of hybrid telework per week. During the initial onboarding period, there will likely be more in office days. Applicants residing outside of commuting distance to Montpelier are encouraged to apply if they have a genuine desire to relocate.

Background Checks
This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which may involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Environmental Factors
Duties are performed primarily within a standard office setting. Some work outside normal office hours may be required. Pressure from deadlines should be anticipated.
Minimum Qualifications
Bachelor's degree in education, organizational development, leadership development, public administration, human resources, communications or a related field; AND one (1) years or more experience that includes any combination of the following: training or staff development, teaching or facilitating programs, human resources, internal communications, or conducting needs assessments to identify training needs and gaps.
OR
Two (2) years or more experience that includes any combination of the following: training or staff development, teaching or facilitating programs, human resources, internal communications, or conducting needs assessments to identify training needs and gaps.
